Read the following article:

Safavi, K. S. (2006). Patient-centered pay for performance: Are we missing the target? Journal of Healthcare Management, 51(4), 215–218.

In the article Safavi discusses issues which were first raised by Donabedian in 1980 such as: How highly do patients value quality? Are patients able to assess the technical component of care? Safavi (2006) comments, “Regardless of how much society pays for healthcare out of pocket, expect that more attention will be paid to non-technical aspects of care” (p. 218).
